I believe this is actually a true principle, explained by Paul Twitchel- one of those precepts which might at first be difficult to accept- that wherever there is a religious order, school, or lodge, which doesn't have a spiritual master at the head of it, then blessings of knowledge, occult blessings, enlightenment, etc. which they may experience actually come from the Living Eck Master. He is the primary "behind the scenes" master, present in every age; may or may not be the same individual as the Mahanta, the anointed, great High Priest of this most ancient or orders, called. The Vairagi Avatars.
I know of a Templar order which does I believe, have at its head, a pope-like high priest- this is the seal of authenticity, of course- in order for such an Order to continue, he must pass that Key along to a successor. It's not quite enough just to be a spiritual, or even Eck Master- he must have that Grand Key, which he passes on to a successor, if such an order is to continue. In a sense, this successor becomes himself; there's a remarkable simulation of consciousnesses.
Some can be called Spiritual Masters, but not Eck Masters- they are seers, but the teachings of the Dream Master are not fully reposited with them....
As regards intoxicants, the official stance of the organization, founded by Mr. Twitchel, is that the members/initiates should not use any. An Eck Master such as one extraordinary which Carlos Castaneda encountered, and wrote books about the teaching, rather from the Path of shamanism, may employ intoxicants for apprentices who are too slow, or who are slower- or who need some major healing or psychetherapy... Informally, Eck Masters and other Workers may support the use of intoxicants- the use of dangerous intoxicants is often under the supervision of Angels or Archangels, for example, actually! Of course, this was Crowley's method, also- a very Dionysian master. Again, in America, Fortune is more likely to be strict about intoxicants than in many other areas...
